Public Private Partnership Strategies and Project Structuring Techniques

Course overview

Public Private Partnerships (PPPs) have been established as a proven procurement method for financing and delivering public infrastructure projects and other public services to improve service delivery, expand access, reduce costs, increase accountability and attract investment. 

However, there is generally inadequate level of knowledge of PPPs by various stakeholders including Government, the Private Sector and Donors. This course is designed to provide a broad framework of concepts, tools and techniques that underlie effective PPP strategy design, implementation, enforcement, monitoring and evaluation. 

Course objectives 

  • To introduce basic PPP concepts, policies and strategies
  • To provide participants with various approaches, methods, and techniques in the development of PPP Projects
  • To clearly examine the institutional requirements for establishing PPP arrangement and Structuring Projects
  • To help participants to design and negotiate PPP/PFI contracts
  • To determine “value for money” and design a “cost comparator” model to evaluate PPP options
  • To enable participants develop their own Contract Compliance Action Plan for implementation in their work setting.
